ROBERT TODD

Robert Todd is an experienced litigator specializing in labor relations representation, administrative appeals, contract negotiations, criminal defense, and civil litigation. He has also participated in arbitrations and depositions, representing both plaintiffs and defendants.

He served as a law enforcement officer for the South Gate Police Department for 32 years. During that time, he spent 19 years at a command level, 7 years as a Lieutenant, 5 years as a Captain, and 6 years as the Chief of Police. He handled departmental legal issues in addition to the duties of his leadership positions. As Chief of Police with the South Gate Police Department, he developed an understanding and unique perspective of litigation against police entities and instituted means to reduce liability and exposure within the organization.

Robert Todd taught at Chapman University and Rio Hondo Community College from 1997-2002 as an adjunct professor, instructing students in constitutional law, political science, criminal law and procedure, written communication, juvenile law, and community relations.

He also served as a Rio Hondo Police Academy instructor for six years as a POST certified instructor, and received certification in Advanced Officer Training (AOT). He has completed Basic Academy Training in the areas of legal updates, sexual harassment, officer rights, police supervision and management, criminal law, constitutional law, juvenile law, and report writing.

In order to maintain proper management and executive skill, he has completed POST Training certification at the Executive, Management, Supervisory, and Advanced POST training levels. He also consistently attends training conferences, including the International Association of Chiefs of Police Annual Conference, and the California Police Chiefs’ Association (CPCA) Annual Conference. He also completed the Southwest Command College Law Enforcement Executive Management course (2004), and the FBI National Academy command course at the FBI Academy in Virginia (Class 205), among others.

Robert Todd is currently associated with the International Association of Chiefs of Police and California Police Chiefs’ Association as a retired member. He previously served as the President of the Southeast Police Chiefs’ Association, an Executive Board Member of the Los Angeles County Police Chiefs’ Association, the President of the Police Management Association, and President of the South Gate Police Officers’ Association.

Robert is a panel attorney for the Fraternal Order of Police (FOP) and the Association for Los Angeles Deputy Sheriffs. He responds to critical incidents involving officer-involved shootings and in-custody deaths, and represents officers in Shooting Review Boards. He has vigorously represented peace officers from all over Southern California in internal affairs investigations during their interrogations.
